Walls
There are invisible walls insulating the VA. When the VA insists on total control with no accountbilitty and gets it, it leaves the veteran with no control I don't believe anyone has the power to penetrate it.
In the diagram above the jagged sphere in the center represents an invisible wall of confusion, conflict, and no paper trail. "Records 1" on one side represents the veterans records. "Records 2" on the other side represents the VA's records. They should tell the same story, but they don't.Those looking in the VA's records generally assume it is gospel and will not compare it with the veteran's records.
From my experience the biggest wall is the VA's refusal to leave a paper trail. Calling it security does not change that. The VA regulations do not ban email communication between a veteran and the VA. This is the National regulation:
